It shall be unlawful for an operator of a motor vehicle or other vehicle to park said vehicle on a public way said Litchfield between the hours of 11:00 PM and 7:00 am from November 15 to April 15 of each year or any year or any other time during a snow storm or snow removal operations.  Vehicle in violation will be towed away at owner’s expense.  Penalty for the violation of such regulations shall be Twenty Dollars.
